  • both reports be referred to Administration and the Inter- governmental Affairs Committee to advocate, build partnerships and secure funding from other levels of government for the temporary village concept

  • any necessary by-laws be presented to City Council for ratification.

Council rejected a proposed Human Rights-Based Community Action Plan that would have been sent to federal and provincial housing ministers for consideration. The motion failed 5-3, meaning most councillors did not support approving this plan at this time.

WITH RESPECT to Report 384-2024-City Manager’s Office- Strategic Initiatives & Engagement, we recommend that the Human Rights-Based Community Action Plan (the Plan) as outlined in this report be approved

  • implementation of the Plan requiring approval or additional financial resources be brought back to Council as required
  • Administration provide progress updates to City Council as needed
  • a copy of this resolution and the Plan be sent to the Honourable Sean Fraser - Minister of Housing, Infrastructure and Communities of Canada, and the Honourable Paul Calandra - Ontario’s Minister of Municipal Affairs and Housing

Council approved a Temporary Village Initiative with up to $5 million for infrastructure from the Renew Thunder Bay Reserve Fund, plus $1.5 million annually for operations. Administration will analyze two proposed sites, report back with a recommendation and updated costs, and any cost overruns will require further council approval.

WITH RESPECT to Report 395-2024 (City Manager’s Office – Strategic Initiatives & Engagement), we recommend that the Temporary Village Initiative as outlined in this report be approved with a maximum budget for infrastructure and construction of $5.0 million, conditional on final site approval by City Council

  • the Temporary Village Initiative be financed up to $5.0 million from the Renew Thunder Bay Reserve Fund
  • any external funding or cost recovery related to the capital cost of the project, reduce the contribution from the Renew Thunder Bay Reserve Fund
  • Administration include up to $1.5 million in the 2025 tax- supported operating budget to fund an operator for the Temporary Village Initiative
  • Administration conducts further analysis and time- limited consultations on the two proposed site locations and report back to Council with a recommended location and updated cost estimates
  • should any costs exceed municipal contribution maximums, Administration will report back to seek further direction
  • any necessary by-laws be presented to City Council for ratification.

Ratifying Resolution

Council approved four separate items: the 2023 Audit Committee's annual report, participation in Ontario's immigration nominee program pilot, an appointment to the Thunder Bay International Airport Authority board, and various committee appointments.

THAT the following ratifying resolution be introduced, read, dealt with individually: 1. Report 383-2024 - Corporate Services - Office of the City Treasurer - 2023 Audit Committee Annual Report; 2. Regional Pilot for the Ontario Immigration Nominee Program; 3. Board Appointment - Thunder Bay International Airport Authority; 4. Committee Appointments.

Council approved the 2025 budget meeting schedule and selected Option 3 for community engagement on the capital and operating budgets. Any necessary bylaws will be presented for final approval.

WITH RESPECT to Report 227-2024-Corporate Services-Office of the City Treasurer, we recommend that the dates for Special Committee of the Whole meetings to deliberate the 2025 Capital and Operating Budgets for the City of Thunder Bay be approved in accordance with Table 1: 2025 Budget Calendar, contained in this Report

  • Option 3 for community engagement be approved
  • any necessary by-laws be presented to City Council for ratification. Amendment – Report 227-2024 – Budget Calendar The following resolution relative to the 2025 Capital Budget Schedule is presented for Council's consideration. Under Council's policy, a two-thirds vote is required.

Council adjusted the budget review timeline so the 2025 Capital Budget will be presented to Committee of the Whole twice: first on November 4, 2024 for initial review, then on November 25, 2024 for discussion and decisions.

WITH RESPECT to Report 227-2024-Corporate Services-Office of the City Treasurer and the Memorandum from Keri Greaves, City Treasurer, dated September 23, 2024, we recommend that paragraph one be amended by adding “with the exception of the dates relating to the Capital Budget”

  • the following be added after paragraph one: "AND THAT the 2025 Capital Budget be presented to Committee of the Whole as a First Report on November 4, 2024
  • the 2025 Capital Budget be presented to Committee of the Whole for deliberation on November 25, 2024;”

Council approved the meeting schedule for deliberating the 2025 operating and capital budgets, with the capital budget to be presented November 4 and 25, 2024. Council also approved Option 3 for community engagement on the budget.
