Confirmation of Agenda
City Council confirmed the agenda for the September 23, 2024 meeting, including all printed items and any additional business brought forward.
WITH RESPECT to the September 23, 2024 City Council, we recommend that the agenda as printed, including any additional information and new business, be confirmed.
Council approved recycling the James Whalen Tug with preservation of select pieces for a future historical display, at a cost not exceeding $415,000. The city will also explore options for relocating a VIA Train historical artifact.
WITH RESPECT to Report 263-2024-Infrastructure, Development & Operations-Engineering & Operations, we recommend that Administration proceed with Option 1 as outlined in this report to recycle the James Whalen Tug and preserve select pieces for use in a future historical artifact display site
- Administration include a provisional item in the contract for recycling and preservation services for a total cost no greater than $415,000
- Administration release an expression of interest regarding the VIA Train historical artifact to inform relocation and dispossession decisions regarding this asset
- any necessary by-laws be presented to City Council for ratification. Amendment - Kam River Heritage Park - James Whalen Tug Options
Council amended a report about infrastructure and operations to remove a specific requirement for a historical artifact display site, and instead asked administration to come back later with options for displaying preserved items.
WITH RESPECT to the resolution relative to Report 263-2024 - Infrastructure, Development & Operations & Engineering, we recommend that paragraph one be amended by deleting "for use in a future historical artifact display site"
- the following be added after paragraph two: "AND THAT Administration report back at a later date on the potential display of the preserved items;"
Council approved recycling the James Whalen Tug while preserving select pieces, with up to $415,000 budgeted for this work. The city will also seek input on relocating a VIA Train historical artifact and report back later on displaying the preserved items.

Ratifying Resolution
Council formally ratified a resolution related to a property matter and received information about it. The motion passed without opposition.
THAT the following ratifying resolution be introduced, read, dealt with individually: 1. Property Related Matter - Information
