Council adopted Thunder Bay's updated strategic plan called 'Maamawe, Growing Together.' The plan was restructured by splitting the prosperity and sustainability pillar into two separate pillars—Sustainability and a new Growth pillar—with a focus on increasing housing and population. The plan now runs through the end of 2027.

WITH RESPECT to Report 214-2023 (City Manager’s Office - Strategic Initiatives & Engagement), we recommend that the “Maamawe, Growing Together” City of Thunder Bay Corporate Strategic Plan be adopted

  • the Prosperity & Sustainability pillar from the Strategic Plan be renamed Sustainability
  • a new fourth pillar, named Growth, be added
  • objectives 1 and 2 from the Sustainability pillar be moved to the Growth pillar
  • a third objective be added to the Growth pillar to facilitate the development of new housing along the housing continuum
  • the key performance indicators for the Growth pillar include population growth and increased new housing units for the underhoused
  • the “Maamawe, Growing Together” City of Thunder Bay Strategic Plan timeline be extended to December 31, 2027
  • the “Maamawe, Growing Together” City of Thunder Bay Strategic Plan be published on the City’s website and available for viewing at City Hall and the Public Library

WITH RESPECT to Report 214-2023-City of Thunder Bay Strategic Plan, we recommend that the following paragraph be added: “AND THAT the revised Sustainability and Growth strategic pillars, as presented in the Memorandum from Director Tracie Smith dated July 20, 2023 be approved and adopted into the City of Thunder Bay Strategic Plan;”

#2 Council confirmed the minutes from its July 17, 2023 meeting and adopted the minutes from the corresponding Committee of the Whole meeting. The Director of Strategic Initiatives also presented an amendment to the City's Strategic Plan for adoption.
