Committee of the Whole Minutes - May 27, 2024 - Multi Use
Council rejected a proposal to build an indoor turf sports facility based on Option 3 design standards with a $42.7 million cost cap. The motion would have required administration to prepare a design-build request for proposals and commit to future operating costs and maintenance.
WITH RESPECT to Report 203-2024-Infrastructure, Development & Operations-Engineering & Operations, we recommend that Administration prepare a Design-Build Request for Proposal for an Indoor Turf Facility based on Option 3 (CTB Building Standard with Energy Efficiency Improvements) with a mandatory bid cap of $42.7 million as detailed in this report
- the 2026 and future proposed budgets include operating costs and resources for the facility and commit required capital lifecycle renewal costs
- any necessary by-laws be presented to City Council for ratification. Deferral - Multi Use Indoor Sports Facility Recommendation
Council postponed a decision on an infrastructure and engineering report to their June 24 meeting. The vote was close, with 10 councillors supporting the delay and 3 opposing it.
WITH RESPECT to Report 203-2024 - Infrastructure, Development & Operations - Engineering & Operations, we recommend that ratification of the resolution be deferred to the Monday, June 24, 2024 City Council Meeting.
Council approved moving forward with designing and building an indoor turf facility using a design-build process, with a maximum cost of $42.7 million. The city will need to budget for ongoing operating costs and maintenance starting in 2026.

Ratifying Resolution
Council approved three separate ratifying resolutions: a contract, an amendment to the cemetery by-law, and a lease agreement. These items were introduced, read, and individually approved.
THAT the following ratifying resolutions be introduced, read, dealt with individually: 1. Report 131-2024 - Contract 5, 2024; 2. Cemetery By-law Amended Resolution; 3. Report 2024CLS-033 - Lease Agreement.
