WITH RESPECT to the April 3, 2023 City Council, we recommend that the agenda as printed, including any additional information and new business, be confirmed.

Amended – Thunder Bay Public Library – Request to Amend Board

Council voted to change how the Thunder Bay Public Library Board is composed by adding one school board representative from each of the two local school boards and one additional city council member, keeping the total board size at 10 members.

WITH RESPECT to the Memorandum from City Clerk Krista Power dated March 15, 2023, we recommend that the composition of the Thunder Bay Public Library Board include one (1) representative from the Lakehead Public Schools and one (1) representative from the Thunder Bay District Catholic School Board

  • one (1) additional member of City Council be added
  • the total composition of the Library Board remain at ten (10) members appointed by City Council

Council voted down a proposal to add two school board representatives to the Thunder Bay Public Library Board—one from Lakehead Public Schools and one from the Catholic school board.

WITH RESPECT to the Memorandum from City Clerk Krista Power dated March 15, 2023, we recommend that the composition of the Thunder Bay Public Library Board include one (1) representative from the Lakehead Public Schools and one (1) representative from the Thunder Bay District Catholic School Board;

Council will add one more member to the Library Board, keeping total membership at 10 people appointed by Council. The necessary bylaw changes will be presented for final approval on April 24, 2023.

Referral - Work Life Initiatives Policy Update (Work from Home

Council is asking staff to provide more information about the risks and safety issues related to working from home, including how workplace injuries and violence would be handled. Administration will report back by June 26, 2023.

WITH RESPECT to Report 113-2023-City Manager’s Office-Human Resources & Corporate Safety, we recommend that the report be referred to Administration to provide more information relating to liabilities and risk for employees working from home, including processes for addressing workplace injuries and violence in the workplace

THAT the referral motion be amended to include the following after the first paragraph: "AND THAT the report coincide with the WSIB (corporate safety) report scheduled for April 24, 2023

Work Life Initiatives Policy Update (Work from Home Program)

Council approved an updated Work Life Initiatives policy that includes changes to the work from home program. The policy update has been finalized and any necessary bylaw changes will be presented to council for approval.

WITH RESPECT to Report 113-2023-City Manager's Office-Human Resources & Corporate Safety, we recommend that the amended Corporate Policy 06-01-36 Work Life Initiatives, appended to this report, be approved

  • Outstanding Item 2021-104-ADM Work Life Initiatives - Policy (Work from Home) be removed from the Outstanding List
  • any necessary by-laws be presented to City Council for ratification.

Ratifying Resolution
