Council confirmed the printed agenda for the July 17, 2023 meeting, including any additional information and new business items that were added.
WITH RESPECT to the July 17, 2023 City Council, we recommend that the agenda as printed, including any additional information and new business, be confirmed.
Council is pausing decisions on five items—including the sister cities program, transit routes, Neebing Arena, outdoor rinks, and the heritage program (totaling $902,100)—and sending them back to city staff to consult with stakeholders before moving forward. Staff must report back by August 28, 2023.
WITH RESPECT to Report 196-2023 - Corporate Services & Long-Term Care-Financial Services, we recommend that Items 2 (Sister Cities Program), 7 (Transit Routes), 20 (Neebing Arena), 24 (Outdoor Rinks) and 19 (heritage Program) from Schedule A at a cost of $902,100 be referred back to Administration for Stakeholder Consultation

Council removed a Transit Routes item from a financial report, reducing the associated cost by $293,800. The heritage program funding of $902,100 remains approved.
WITH RESPECT to Report 196-2023 (Corporate Services & Long Term Care - Financial Services) we recommend that Item 7 Transit Routes be deleted from paragraph 1 at a cost of $293,800;
Council is sending four spending proposals totaling $608,300 back to staff for more consultation with community groups before making a final decision. These include the Sister Cities Program, Neebing Arena, outdoor rinks, and the Heritage Program. Staff must report back by August 28, 2023.

Council excluded transit route improvements from the 2024 budget amendments, removing a planned expenditure of $293,800.
WITH RESPECT to Report 196-2023 (Corporate Services & Long-Term Care - Financial Services) Report Back - 2024 Budget Amendments, we recommend that the following paragraph be added: "AND THAT Item 7 (transit Routes) in Schedule A be excluded from the list at a cost of $293, 800;"
Council approved $512,900 in budget adjustments for 2024, but excluded two items: driveway culvert replacements ($60,000) and transit route changes ($293,800). Any remaining budget difference will be handled in the overall 2024 budget direction rather than requiring a separate report.
WITH RESPECT to Report 196-2023-Corporate Services & Long-Term Care-Financial Services, we recommend that Schedule A 2024 Budget Amendments, with a net impact of $512,900 be approved
- any difference between the 2024 Budget Amendments and $1,500,000 be factored into 2024 Budget Direction rather than a separate report back by December 18, 2023
- Item 26 (Non-emergency driveway culvert replacements) on Schedule A be excluded from the list at a cost of $60,000
- Item 7 (Transit Routes) in Schedule A be excluded from the list at a cost of $293,800
- any necessary by-laws be presented to City Council for ratification.
