Council is directing administration to develop criteria for where tent encampments can be legally set up in Thunder Bay, then work with partner agencies and residents to identify specific locations. Administration will report back to council for approval and continue updating the public on this work.

WITH RESPECT to the memorandum from Councillor Kristen Oliver, dated July 11, 2025 we recommend that Administration be directed to create criteria for Allowable Tent Encampments in the City of Thunder Bay and report back to City Council for approval

  • once criteria are approved, Administration work with agency partners, and individuals living in encampments to determine where Allowable Tent Encampments are located
  • Administration continue to update City Council on this work and share information with the public to provide education, support and assistance related to the Human Rights-Based Community Action Plan
  • any necessary by-laws be presented to City Council for ratification. Ratification Deferral - Allowable Tent Encampment Areas

WITH RESPECT to resolution from August 11, 2025 Committee of the Whole meeting relative to Allowable Tent Encampment Areas, we recommend that ratification be deferred to the September 2, 2025 City Council Meeting.

Council approved a memorandum on pre-budget consultations for the 2025 budget. This is a procedural step to formally introduce and ratify consultation materials before the budget planning process moves forward.

#3 Council is adopting the minutes from an August 11, 2025 committee meeting that discussed where tent encampments are allowed in the city. One item from that meeting will be voted on separately.
